| Abstract: | In this new period, the Communist Party of China has clearly proposed the establishment of ruling ability be given priority to. Public spotlight has been focusing on how to increase the ruling ability. The establishment of ruling system can provide systematic safeguard for increasing ruling ability, and solve the problems in establishing it radically. In the process of establishing ruling system, it is very important to use the accumulated historic experience and lessons for reference. |
