| 摘 要： | 美国政府信息资源增值开发利用模式主要有开放的商业化运作模式、严密的法律保障体系模式、较成熟的许可模式,英国政府信息资源增值开发利用模式包括法律保障模式和许可机制模式。本文对比分析美、英发达国家政府信息资源增值开发利用的有效模式并指出其成功经验对我国政府信息资源增值开发利用模式的构建具有重要的启示作用,包括完善我国政府信息资源增值开发利用相关的法律保障体系、建立企业主导的市场运作模式、加快相关信息技术发展。

| Abstract: | American government information resources value-added exploitation and utilization models include commercial open model of operation,strict model of legal security system,more mature licensing model.And British government information resources value-added exploitation and utilization models include legal protection model and licensing mechanism model.The paper comparatively analysis government information resources value-added exploitation and utilization models of developed countries such as America,England,and points out that their successful experiences have the important enlightenment function to our country government information resources value-added exploitation and utilization models construction,including completing legal security system about our country government information resources value-added exploitation and utilization,establishing companies dominate the market operation model and accelerating the developing of information technology. |
