| 摘 要： | 环境安全是一个越来越被众多国家重视的世界性问题，其本身具有的合作性特征决定了它不可能在一国内独立解决，需要世界各国采取合作的方式加以解决，因此，笔者认为积极开展环境外交是中国实现环境安全的有效途径，并提出了对中国环境安全战略的展望即中国环境安全战略分为国内战略和国际战略，在实践中应首先发展国内战略，同时积极开展国际合作，开展环境外交，促进国际战略的进一步发展。

| Abstract: | Environmental safety is an international issue increasingly emphasized by more and more countries in the world.Due to its innate cooperative nature,it can not be solved in one country independently and its solution needs the cooperative efforts of all countries.Therefore,the author not only believes that to carry out environmental diplomacy actively is the effective means to realize China's environmental safety but also advances the prospect of China's environmental safety strategy.According to the author,China's environmental safety strategy is divided into domestic and international strategies,and it is necessary to develop domestic strategies first in practice and in the meantime develop international cooperation actively so as to promote the further development of international strategies. |
