摘    要:基于我国1995—2009年间高技术产业21个行业细分数据,利用规避报酬可变的DEA模型,从技术效率、纯技术效率与规模效率等三个方面评估各行业的研发效率。在此基础上,考察市场竞争、产业规模、国企比重与政府干预四个因素对研发效率的影响,结果表明:就行业比较而言,通信业、电子计算机业的研发效率较高,纯技术效率表现尤甚;就同一行业而言,企业规模对综合技术效率有正向影响,企业数量对规模效率有正向影响,对纯技术效率有负向影响,国有企业数量对产业纯技术效率有负向影响。

Abstract:Based on our national data of 15 years from 1995 to 2009 in the 21 sub-sectors of high-tech industry,using the model of Data Envelopment Analysis(DEA),this paper evaluates the industry’s R & D efficiency including comprehensive technical efficiency,pure technical efficiency and scale efficiency.Moreover,this paper empirically analyzes the influence of market competition,industry size,the proportion of state-owned enterprises and government intervention on R & D efficiency.The results show that: the R & D efficiency of the communication industry and the computer industry is relatively high,and their pure technical efficiency is even higher.As to the same industry,enterprise scale has positive influence on overall technical efficiency;the number of enterprises has positive influence on scale efficiency,but negative influence on pure technical efficiency;the number of state-owned companies has negative influence on pure technical efficiency.
