| 摘 要： | 国家主权原则是处理国际关系的一项基本原则，其最终确立也经历了一个相当长的历史时期．自从确立以来，特别是随着全球化的发展和“新干涉主义”的兴起，国家主权受到了严重的冲击，开始出现了某种程度上的弱化。为了应对这些挑战，维护国家主权，各国应在积极谋求更加灵活多样、行之有效的对策的同时，更新观念，允许主权的适应性让渡即一国在自愿、有利、独立决策的基础上主动让渡出一部分国家主权。

| Abstract: | The principle of national sovereignty, which was eventually established after a quite long historical period, is one of the basic rules in dealing with international affairs. However, national sovereignty has suffered from great impact and even been weakened since its establishment, especially since the development of globalization and the rise of neo-interventionism, in order to face those new challenges and protect national sovereignty, each country should make feasible measures and update its ideas on proper sovereignty transfer; namely, a country may transfer its sovereignty of its own free will and on the basis of independent and favorable. |
