| 摘 要： | 西方国家基层图书馆已有 35 0多年的历史。在我国 ,基层馆建设还处在自发阶段。在基层馆建设上 ,我国与西方国家有着明显的区别 ,表现在 :发展现状不同 ;法制状况不同 ;社会环境不同 ;办馆主体不同。目前 ,我国对基层馆的建设还存在着“先发展后立法”、“先致富后建馆”、“基层馆国家建”的三大误区。参考文献 2。
