| 摘 要： | 2000年国家助学贷款在全国范围内实行。但由于国家助学贷款在国家、银行、学生、高校四个主体间存在种种不利于实施国家助学贷款的因素,因此,凸现出了国家助学贷款的需求面大与放贷面小的矛盾;不同类型和不同层次高校国家助学贷款严重发放不平衡;银行间国家助学贷款发放不平衡等一系列问题,制约了国家助学贷款的发放。章提出从加强对新的国家助学贷款的宣传力度,尤其是惩罚力度的宣传;确立全国统一的贫困生界定制度,使贫困生的界定有章可循;进一步完善高校贫困生资助体系,缓解国家助学贷款的压力;实行“一包制”招标银行,提高效率;完善制约机制,规范学生的借贷行为;建立全国大学生诚信网,便于管理;实行生源地贷款,帮助新生顺利入学;银行简化手续,降低成本等方面进一步完善我国高校国家助学贷款。

| Abstract: | In 2000, the system of stated-aided stuedent loan was carried off in higher schools throughout the country.However,the problems,such as demand outgrew supply ,disequilibrium of the amount among different schools and banks,restricted the granting of the credits.This article offers solutions as follows to perfect the system:intensifying the dissemination of the new state-aided student loan system,especially the punitive measures if there is any breach;establishing the national unified standard for identifying the impoverished students;increaseing school founded allowance for poor students so as to relieve the financial preassure of the state;carrying out "the system of one contract"to invite bank-tenders;improving restrictive mechanism to regulate students' application; building a network to keep college students' credit;helping impoverished freshmen get registered by carrying out the system of applying for loan to local banks, reducing applying cost by simplifying approving procedure of banks. |
