| Abstract: | In the course of strengthening our nation through the talented personnel, human resources should be viewed as the primary resource. Holding scientific viewpoints on the talented in the new situation, we believe that everyone is sapable of being competent. Furthermore, we should emancipate the mind, seek truth form facts and keep pace with the times so as to enable every generation to produce its personnel of ability and provide them with the ideal environment to ensure them to work to the utmost of their abilities. |
