| 摘 要： | 由于我同建国后照搬了前苏联高速发展重工业的经济模式,致使农业长期得不到有效发展;我国的特殊国情也决定了农业在整个国民经济中占有基础性地位,直接影响和决定着整个经济社会的稳定和国民经济素质的提高;同时其他社会主义国家改革的经验教训也证明以农业改革为突破口从而带动整个经济体制改革的做法无疑是一种稳妥和可靠的做法.以上这些因素就决定了我国改革率先从农业改革着手,把农业作为改革的突破口.
