| 摘 要： | 与公务员概念内涵相对应的外延在国家公务员制度中被称为公务员范围;公务员范围应当作为公务员法的基础性条款,实质上是对公务员法律关系主体进行明确界定;我国公务员法第二条规定的公务员范围过于原则、笼统,应当通过修改进一步明确。

| Abstract: | The extension related to the connotation of the conception of civil servants is called the limit regulated for civil servants,which should be considered as a basic term in the law of civil servants and set up a clear regulation legally.The limits regulated in the second term of the law of civil servants are too principled and general and should be revised. |
