| 摘 要： | 利用19992010年省级面板数据,实证分析了财政分权、财政支出与二氧化碳排放的关系。研究发现,财政分权与碳排放存在正相关关系。同时,财政分权还会对碳排放产生间接的影响。这种间接影响主要通过政府财政支出而实现。随着财政支出水平的提高,财政分权对碳排放的增加作用会逐渐减弱。而且,财政分权对碳排放的影响存在显著的区域差异,高排放地区财政分权对碳排放的增加作用最大,中排放地区次之,低排放地区最弱。

| Abstract: | Using provincial panel data from 1999 to 2010,analyzed the relationship between fiscal decentralization,fiscal expenditure and carbon dioxide emissions. Result found that fiscal decentralization has a positive significant effect on carbon emission. It also has an indirect impact on carbon emissions. This indirect impact is achieved by the financial expenditure. When financial expenditure increases,the acceleration of fiscal decentralization on carbon emissions will be waning. Moreover,the impact of fiscal decentralization on carbon emissions has regional differences: fiscal decentralization in high-emission-region has the biggest effect,the mid-region followed by,and the low-region weakest. |
