| 摘 要： | 正确对待土地承包经营权流转,必须从宏观上综合考虑其成本、收益、风险,除了分析土地流转的社会成本与社会收益之外,更要关注由此带来的社会风险.土地承包经营权流转过程中积累的各种问题与矛盾:农户之间的利益纠纷,地方政府或村集体的职能错位,流转项目的非农化和非粮化等,必须及早警觉并有效地进行解决,否则将会加剧"三农"问题的严重性,甚至危及国家的经济安全.地方政府若不能准确地定位自己的职能,本身就蕴含着巨大的社会风险,转变政府职能是规范土地承包经营权流转过程和引导项目流转方向的关键.
