互联互通蓝图下中国自主创新的人才体系建设研究

摘    要:通过界定互联互通蓝图下中国自主创新的人才体系内涵,分析当前中国自主创新的人才体系建设现状,发现其存在缺乏人才基本法支撑、人才政策"碎片化"、人才生态环境不良、重视海外引才而轻视本土培养以及创新型人才不足等主要问题,基于我国国情和APEC互联互通蓝图,提出构建人才基本法体系、建立人才综合管理体系、打造良好人才生态环境、建立"一体两翼、联培共享"人才获取机制以及优化人才培育结构等建议。

Abstract:Strengthening China''s independent innovation talent system under the blueprint of connectivity has become an important factor affecting China''s development. By defining the connectivity blueprint of China''s independent innovation of talent system connotation, analysis of the current China''s independent innovation system construction situation, found that the lack of the basic law of talent support, talent policy "fragmentation", bad talent ecological environment, attention to attract overseas and despise the native culture and the main problems such as lack of innovative talents, based on China''s national conditions and the APEC interconnectivity blueprint, talent is proposed in the basic law system, setting up a comprehensive talent management system, create good talent ecological environment, to establish "appoaches, couplet culture sharing" talent access mechanism and optimize the structure of talent cultivation.
