| 摘 要： | 通过利益相关者合作和数据价值链形成二维视角对科技数据类新型研发机构的运行特征进行分析,进而建构与之匹配的绩效评估框架,且以上海数据中心为例进行分析,提炼关键绩效领域并建构具体的关键绩效指标体系,以期为该类机构未来运行管理和绩效评估提供参考。

| Abstract: | Data is an important capital in the era of big data. The scientific data new R D institutions not only have the characteristics of new R D institution organization, but also have the unique attributes of data gathering, data open sharing, data development and appreciation. This paper explores the operation features of scientific data new R D institution from stakeholder and value chain perspectives, and constructs a matching performance evaluation framework. Then it uses Shanghai Data Center as an example to analyze, refines key performance areas and a specific key performance indicator system, providing a reference for the operation management and performance evaluation of such organizations and other similar institutions. |
