国家级农业科研院所科研效率及其影响因素——基于DEA-Malmquist-Tobit模型

摘    要:结合农业科研院所特点选择变量,运用DEA-Malmquist-Tobit模型,基于国内某国家级农业科研机构31家研究所2015-2019年数据进行科研效率静态和动态分析,并进一步探究影响科研效率的因素。结果表明:研究所科研效率水平整体平稳上升但表现差异较大,且不同学科类别下研究所的科研效率存在一定差异,其中农业资源与环境科学类研究所表现较好;影响研究所科研效率高低的主要原因是纯技术效率,其中对于科研效率的提高,地区经济发展水平无显著影响,不合理的人才结构呈制约作用,获奖成果激励有显著促进作用。基于研究结果,从调整资源配置、优化人才评价考核机制和完善成果奖励方案三方面提出对策建议。

Scientific Research Efficiency and Its Influencing Factors of National Agricultural Research Institutes:Based on DEA-Malmquist-Tobit Model
Abstract:This paper selects variables based on the characteristics of agricultural research institutes, uses the DEA-Malmquist-Tobit model to conduct static and dynamic analysis and evaluation based on the 2015-2019 data of 31 research institutes in a national agricultural research institution, and analyzes the influence factors of scientific research efficiency of scientific research institutions. The results show that the research efficiency performance of the research institutes is quite different, and there is an overall trend of steady increase during the sample period, and there are certain differences in the research efficiency of the research institutes under different disciplines; the main reason for the research efficiency of the research institutes is pure technical efficiency, among them, for the improvement of scientific research efficiency, the regional economic development level has no significant impact, the unreasonable talent structure has an obviously restricted effect, and the The rewards of achievements have a significant promotion effect. Based on the results of the research, the paper puts forward countermeasures and suggestions from three aspects: adjusting resource allocation, optimizing the talent evaluation and assessment mechanism, and improving the achievement reward program.
