| 摘 要： | 美国国内的一些政治家和许多民众认为，美国民众和民意对外交决策的影响无足轻重。如何正确地全面评价公众在外交决策中的作用?不仅要考察公众舆论，更关键的是要考察透过公众舆论反映出来的普遍存在于广大公众心目中的思想意识、政治文化。因为这种影响是长期的、间接的。由于经济全球化的迅速发展，国内问题与国际同题的界限日益模糊，一国利益与他国利益日益紧密联系；也由于美国选举政治的多元化、利益集团政治迅速的发展，公众对美国外交事务的关注以及对外交决策的影响在不断地上升，应引起政界和学术界的关注。

On the Impact of Public Opinions on US's Foreign Policies |

| Abstract: | Some politicians and many common people in US opine that the populace and public opinions in US have little impact on US's foreign policies. To assess the impact of the populace on foreign policies correctly and thoroughly, it is essential to examine the ideology and political culture reflected by public opinions and prevalent in the mind of many common people, for the impact of this kind is permanent and indirect. Due to the rapid advancement of economic globalization, the increasingly blurred boundaries between domestic and international issues, the closer relations between the benefit of one nation and that of another as well as the pluralization of US electoral politics and the swift development of benefit clique politics, the masses in US have showed more concern for and exercised increasing influence on US s foreign policies, which deserves due attention from the political and academic circles. |
