| 摘 要： | 单行条例是我国民族自治地方行使自治权的法律依据之一，现行单行条例在立法实践中存在很多缺陷，主要表现在：单行条例立法总量少、立法层次低，立法主体范围窄，具体内容缺少民族特色和地域特点，立法程序不完善等。我们应加强单行条例立法工作，提高立法层次，扩大立法主体的范围，在单行条例中增加自治地方自治民族特点和地域特色，加强单行条例立法程序的科学性和民主性。

| Abstract: | Single-track regulation is one of the legal basis for our national autonomous area to perform autonomy. but there exist many drawbacks in single-track regulation in operation, mainly lies in:much less in quantity, the legislature gradation is too low, legislative body is too petty, specific content is short of national and regional characteristic, legislative procedure is not perfect. so we should reinforce lawmaking, improve legislature gradation, extend the area of legislative body, and increase the characteristic of nation and region;at last, we also should make legislative procedure more scientific and democratic. |
