| 摘 要： | 金融危机对我国的经济产生了重大影响，我国政府及时调整宏观经济政策，扩大投资，拉动内需，以应对金融危机。巨大的公共财政支出对于各地方政府、特别是民族自治地方来说，是千载难逢的发展机遇，但机遇也伴随着风险，特别是我国的公共投资领域一直是低效和腐败的重灾区。如何运用好财政政策，特别是利用法律手段防范风险，并有效实施监管，是我们应该认真探讨的问题。

| Abstract: | The financial crisis sweeping through the world of China＇s economy had a major impact, for the timely adjustment of China＇s macroeconomic policies, the expansion of investment, stimulating domestic demand to cope with financial crisis. Huge expenditures of public finance for local governments, especially in minority areas, it was a golden opportunity for development but the opportunities and risks associated with each other, especially in the areas of our country＇s public investment has been inefficient and corruption is the hardest hit areas, so how to make good use of fiscal policy, especially the use of legal means to prevent risks and the effective implementation of regulation, that we should seriously explore the issue, this article attempts to choose the perspective that is to be looked at in order to benefit from the reality. |
