| 摘 要： | 党的十六大报告指出 :坚决反对和防止腐败 ,是全党一项重大的政治任务。在全面建设小康社会的进程中 ,如何做到从源头上预防腐败、从根子上铲除腐败 ,是党的各级组织应当认真研究的重大课题。腐败的根本问题是权力主体寻租、非法获取权力收益的问题 ,因此应从主观、客观等方面建立起内外互动、治本与治标相结合的权力制约机制 ,减少权力收益 ,从而根治腐败现象。

| Abstract: | The report made at the Sixteenth National Congress of the Party points out: the resolute combat against corruption and the prevention from corruption are tasks of great political significance for the whole party. In the process of comprehensive construction of the preliminary well-off society how to cut the s ource of corruption and uproot corruption becomes an important work on which the party organizations at all levels should make a serious study. This paper holds , that corruption is a problem about illegally trading power and illegally makin g profits with power. Therefore, there is the point in establishing power restri ction mechanism that is interactive in relation to objective and subjective poin ts of view, and aimed at both the phenomenon and the root, for the purpose of up rooting corruption. |
