| 摘 要： | 随着我国政府由管理型向服务型转向的逐步深入,政府开始进行多种形式的改革,其中政府分权是建设服务型政府的重要内容。不断借鉴和引进西方的政府分权形式,是各级政府分权改革的重要依据。但吸取西方政府分权形式的养分不仅需要关注政治依据,同时更需要考量法律依据。因此,研究构建服务型政府分权的法律保障有着重要的现实意义。
