| 摘 要： | 社会主义核心价值体系建设的主要形式有常态化方式和运动式治理，相比之下，常态化方式更符合思想建设规律和可持续发展要求，运动式治理常常给社会造成较大的冲击。社会主义核心价值体系建设常态化的基本定位是：建设理念常态化，不搞“政绩工程”、“速成模板”；建设措施常态化，不搞“运动式”、“一刀切”；建设进程常态化，不搞“临时突击”、“定期达标”。在此基础上的路径选择是，形成常态化的教育思路、探索常态化的建设方式和构建常态化的建设机制。

| Abstract: | The main forms of establishing the socialist core value system are normalization and dy-namic governance. The former conforms well to the law of ideological building and the requirements of sustainable development. The latter often causes great impact on the society. The basic orientation of the normalization of the socialist core value system construction are as follows：the construction i-dea is normalized,the“achievement projects”and“ speed - up templates”are avoided;the con-struction measures are normalized,and“campaign - style”and“rigid uniformity”are avoided;the construction processes are normalized,and“the pop measures for a short time”and“to reach the standard at fixed period”are avoided. The path selection based on this is forming the normalization of educational ideas,exploring the normalization of construction methods and building the normaliza-tion of construction mechanism. |
