| 摘 要： | “:十一五”时期是社会主义新农村建设打下坚实基础的关键时期,是推进现代农业建设迈出重大步伐的关键时期,是构建新型工农城乡关系取得突破进展的关键时期,也是农村全面建设小康社会加速推进的关键时期。它的内容涉及农村经济建设、政治建设、文化建设、社会建设、生态建设和党的建设等诸多方面,是一项庞大而艰巨的复杂系统工程。扎实稳步推进社会主义新农村建设,必须坚持科学规划、因地制宜、分类指导、循序渐进的指导思想,按照“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的总体要求,建立和完善“以工哺农、以城带乡”的法律制度保障体系,创新农村体制机制,放活农村经济政策,不断促进农民增收。

| Abstract: | The period of "the 11tth five--year plan" is the crucial phase when the socialism new rural reconstruction builds the solid foundation, the crucial phase that advances the modern agriculture construction to step out the significant step , and that obtains the breakthrough progresses on the relation among the modern industry--agriculture and city--village, and the crucial phase when acceleration advancement is made on the countryside comprehensive construction well-to -do society. Its content involves many aspects, such as rural economy construction, political construction, cultural construction, social construction, ecological construction and party construction and so on, and is a huge and complex systematic project. Advancing the new socialist rural construction solidly with steady steps, must persist in the golden role ,such as scientific layout, and act as circumstances, guidance to different types of areas, advance gradually in due order ,according to the overall request that the production is developing, the life is ample, the local custom is civilized, the village is neat, and the management is democratic, establish and perfect the legal system and safeguard system that nurse the agriculture by the industry and help the countryside by the city, innovate the rural systematic mechanism, release the rural economy policy from unnecessary constraints,and promote the farmer to receive their income additionally. |
