| 摘 要： | 我国县域义务教育均衡发展是当前我国教育改革和发展的一项重要内容。根据教育部《关于贯彻落实科学发展观,进一步推进义务教育均衡发展的意见》和《国家中长期教育改革和发展规划纲要(2010-2020年)》的要求,采取问题模式设计策略可以从办学条件、师资力量、经费投入、生源质量和教育质量五个指标领域以及寄宿制学校、非寄宿制学校和教学点三类学校要求,来构建我国县域义务教育均衡发展指标体系。我国县域义务教育均衡发展指标体系的构建应划分初步均衡和基本均衡两个阶段。
