| 摘 要： | 高等教育大众化以后,更多的适龄青年进入大学接受高中后的教育,但也有众多的青年因经济的原因导致就读大学变得困难。为使有心智能力的青年如愿以偿,作为大力发展高等教育并促使其大众化乃至将来不久就会实现普及化的中国政府及其相关部门,必须当仁不让地担负起资助青年大学生顺利完成学业的重任。这是美国的有效经验,我国尤其是广东省可以借鉴其成功的做法,探索建立起一套以政府为主体的针对不同目标群体、不同层次需求的多样化的高等教育奖助学资助政策体系。
