| 摘 要： | 网络舆论的社会管理,有赖于宏观和微观的控制。宏观上,一方面必须加大政府信息公开力度,及时披露各种信息,掌握舆论主动权;另一方面,网络立法和网络伦理道德的约束要紧紧跟上网络技术的进步与发展。微观上,设置网络议题、议程,培养网络意见领袖,发挥网络"把关人"作用,多力共举,建构新型的网络文化。

| Abstract: | The social management of opinions on the network depends on the macro and micro control.It is maintained that the Government enhance information publicity degree to reveal diversified information promptly so as to take the initiative of the opinions,that legalization and network morality constraints need to be established to keep pace with the progress and development of the network technologies.Microscopically it is suggested that network issues and agenda should be provided to foster network opinions leaders to play the role of "gatekeeper" to integrate efforts to construct a new type of network culture. |
