| 摘 要： | 本文立足于WTO对我国二元非平衡经济体系的冲击和创新变革需求的提出以及西部大开发对该体系的调整和供给这一大背景之下，探究了新经济的出现及企业创新观念的树立。在此基础上，本文提出了基于均衡计分卡的创新与调节控制系统，并进而构建了具体应用系统的战略杠杆与核心能力匹配模型。本文从理论逻辑上证明了西部大开发对我国二元非平衡经济体系有效调整、对抵御并满足WTO对我国经济体系所造成的冲击与提出的需求的重要性。

Research on Regulation and Control Model of lnnovation Mechanism of the Enterprises in West China under the Network Economic Environment |

| Abstract: | ： WTO has great influence on the unbalanced binary economic system of our country and presents a demand for innovation； moreover， the great western development provides a regulation and supply for the system． Under this environment， this paper researches the neo－economy and conception of innovation． Then the paper presents a regulation and control system based on the BSC， and makes a matching model of strategic lever and core competence to implement this system practically． Logically and theoretically， the great western development proves to be highly effective and important． |
