| 摘 要： | 20世纪20年代末，绥远地区发生了严重的旱灾。政府和社会开展了不同程度的救济工作，灾民也采取了力所能及的自救措施，但是由于政局动荡等原因，救灾效果很不理想，饿殍遍地、人民流离失所。本次旱灾救济工作，在防灾方面的教训是能够抗御旱灾的水利设施严重废弃，面对旱灾，广大人民束手无策；同时由于政局动荡等原因，民间存储虚空，无力应对连续四年的大灾。在救灾方面的教训是政府忙于战争，无心也无力救灾；交通不善，严重地制约了救灾工作的开展，土匪横行既加重了灾荒的程度，也限制了救灾工作的顺利进行。

| Abstract: | In the late 1920s, there broke out a serious drought in Suiyuan. Though the government and the society carried out relief on different levels, and the victims took possible mesures they could to relieve themselves, many people died of hunger and lost their home due to the unstable political situation. The lesson from disaster prevention is that water conservancy facilities which could be used in fighting against drought were long thrown out of use so that when faced with the drought, people had nothing to resort to. In the meantime, there was serious lack of goods in storage because of the unstable political situation. As a result, people had nothing to arm themselves to deal with the drought that lasted for four years on end. On the other hand, the lesson from relief is that the government was engaged in war and it made no efforts to carry out relief; traffic facilities were in poor condition and seriously restricted the relief; bandits ran wild, which not only aggravated the drought but also restricted the relief. |
