| 摘 要： | 在基层的发展和建设中坚持自治制度，就是发扬基层民主的过程。加强基层群众自治制度建设，不仅能够加强社会主义民主制度建设，使人民依法直接行使民主权利，而且可以妥善协调好改革发展过程中的各种利益关系，有效化解各种矛盾，确保社会和谐发展。

| Abstract: | Sticking to autonomous system at the grass-roots level is the procedure for development of democracy at the basic level.Strengthening the construction of autonomous system for people at the grass-roots level is not only important in the construction of democratic system of socialism,with which the people can exercise democratic rights in concordance with the law,but also helpful in coordinating and dealing with interests and relations in the process of development and reform,which is fundamental in resolving various kinds of discrepancies and ensuring the harmonious development of the society. |
