| 摘 要： | 历经高教事业的快步发展，当前创新高校院系管理机制，特别是适时下放经费管理权，激发院系的办学活力，提高办学效益，已成为深化高校管理体制改革的新课题。本文基于行为激励理论与我校实践经验，解剖了高校经费统一集中管理的缺陷和问题，提出了施行院系经费动态包干的改革举措，论述了院系经费管理模式改革的保障策略。研究为院系经费管理模式创新提供了有益的参考。

| Abstract: | With the rapid development of higher education, the innovation of the management mechanism, especially the timely decentralized funds management right, the excitation of the vital-ity of secondary colleges, and the improvement of the benefit of running a school has become a new subject in the reform of man-agement system in universities. This paper analyzes the short-comings of the highly concentrated funds management, puts for-ward the reform measure of dynamic contract funds management in secondary colleges, discusses the guarantee measures of the funds management mode reform based on the theory of behavior motivation and the reform practice of our university. This paper has provided a beneficial reference for the reform of funds man-agement mode of secondary colleges. |
