| 摘 要： | 鄂北岗地农田水利建设及管理的主要问题是主渠道不畅通;最大的瓶颈是建设维护水利设施的投入少、投工难;最难啃的"骨头"是水利条件较差、干旱严重的局部区域;最棘手的矛盾是水费收取和水价确定问题;最急需研究的是如何做到多部门效益的最大化。鄂北岗地区域内农田水利基本建设要坚持把灌区续建配套工程建设作为改善水利条件的战略举措来抓;坚持多渠道融资,倾力增加水利建设投入;坚持依靠基层组织,依靠广大群众,探索新形势下社会兴水的路子;坚持兴水与节水并重,建设水利工程与提高水资源使用效率并举;处理好供水、管水、用水的关系。鄂北岗地水利建设应从加快推进引丹灌区续建配套和节水改造;启动实施鄂北岗地东西高干渠、唐东补水、长山泵站等三项大型水利工程建设;以疏浚和修复干、支渠为重点,全面恢复各灌区灌溉能力;建立多元化投融资体制机制,完善投入管理办法,加强农田水利基本建设和管护;强化基层组织责任,教育组织农民群众,全民兴水,全面节水;争取把鄂北岗地水利设施建设提升为全省水利建设的战略重点六个方面入手。

| Abstract: | There exist some problems in construction and management of water conservancy works for downland in Northern Hubei Province.The countermeasures are: continuous matched construction in irrigation areas;taking such projects as Dongxi Gaogan Qu,Tangdong Bushui and Changshan Bengzhan into action;recovering irrigation capacity of all irrigation areas;building the system of diverse investment and financing;building water conservancy,meanwhile saving water totally;trying to advance the construction of water conservancy works for hill lands in northern Hubei Province to the strategic focus of Hubei Province. |
