| 摘 要： | 现行农民工社会保障制度存在缴费门槛过高，保障政策缺少灵活性，各地政策不能衔接，保障制度相对滞后等缺陷。政府应逐步建立和完善针对农民工的社会保险体系，构建针对农民工的社会救助制度。

| Abstract: | This article analyzes the existing problems of the present peasant laborer social security systems, namely; the high threshold of the social insurance system, the lack of the flexibility of the present peasant laborer social security policy, the separation of the policies of different districts and the backward mechanism of our country＇s peasant laborer social security system. And then the author proposes the overall concept for establishing the social security system for the agricultural laborer＇s characteristic： gradually establish and perfect the social insurance system for agricultural laborers and establish the social relief system for agricultural laborers, etc.. |
