| 摘 要： | 县级政府在我国当前的政府层级体系中处于一个比较特殊的位置,在国家和区域发展战略中扮演着重要角色,是统筹城乡发展的枢纽.在构建和谐社会的过程中,县级政府应积极为社会提供公共服务,努力协调并整合社会的不同利益,以促进社会的和谐发展.在现阶段,县级政府必须全面加强政府管理的观念更新、职能转变和行为规范,确立起"公共服务型有限强势政府模式". |

| Abstract: | The county governments are endowed priority for their roles in the national and regional development.It is argued that they should provide with more public services,updating the administration concepts,and coordinating with different sectors for the sake of the social harmony.The writers assume a model of service-oriented county governments. |
