| 摘 要： | 随着社会主义市场经济体制的建立和高等教育管理体制的改革，高等学校自主、自治的权力进一步加大，其主动发展的需要也越来越强烈，发展规划工作被提到议事日程。教育部对高校发展规划工作并没有固定的指导模式，各高校发展规划工作的实际开展情况也有很大差异，主要表现为发展规划部门的建制方式和管理体制不同、组合方式和内部机构设置不同、职能配置和工作性质不同以及运行情况不同等，因此有必要就发展规划部门职能定位、发展规划工作运行模式设置等展开广泛而深入的讨论。

| Abstract: | With the establishment of the socialist market economy and the reform of higher education system, the autonomy of higher education institutions has been enhanced and the desire for development is more intense, therefore, the developing and planning has become increasingly important. The Ministry of Education offers no guidelines for colleges and universities and different universities have very different situations in the developing and planning work, such as different administrative systems, organization patterns and function distribution. Consequently, it is necessary to hold discussions on the function disposition, the operational patterns of the developing and planning work. |
