| 摘 要： | 承接产业转移是中西部城市实现经济跨越式发展的重要途径。当前国际、国内产业转移呈现出诸多新特点、新趋势，承接产业转移既是绝好发展机遇，又是艰巨的挑战。对中西部城市如何结合自身优势，避开产业转移的一些主要弊端，科学、合理地承接产业转移做了一些思考，提出了要把握好移入产业的层次，精细策划能实现经济跨越式发展的项目．做好重点产业、重点项目的策划与招商引资。同时在承接全球制造业转移的过程中．努力提高技术自主创新能力，要把承接产业转移与培育市场主体结合起来，加强自身吸纳与承栽能力建设，培育企业发展的支撑点和平台．改善投资环境等措施。
