| 摘 要： | 当前是我国社会发展的重要时期,能否搞好社会建设和创新社会管理意义重大。我国社会建设与社会管理面临着价值与利益诉求多元、社会矛盾复杂多样、基本公共服务不均等、公共安全事故多发和社会管理多头等挑战,为此,我们有必要构建完整的社会政策和社会保障体系,切实保障和改善民生;优化经济社会结构,缩小城乡差距和收入差距;建设动态调节和化解机制,有效化解社会风险;健全公共安全体系,完善虚拟社会管理;完善社会管理工作格局,推动"多中心"社会治理的发展。

| Abstract: | In current significant period of China＇s social development, the ability to improve the social construction and social management innovation is significant to the development of our society. China＇s social construction and management face with many challenges such as diverse value and interest demands, complex and diverse social contradictions, frequent public aceidences, unorganized social management and unequal fundamental public serv- ice. Therefore, it is necessary for us to construct complete social policy system, so as to guarantee and improve the livelihood of the people; to optimize social economical structure and narrow down urban - rural gap ; to reform the income distribution system, and build up social security system which involves urban -rural citizens; to set up dy- namic regulation and resolving mechanism, so as to minimize the social risks, to improve the public security system and the management of virtual society, to improve social management work pattern, and to promote the ＂polycen- tric＂ social governance development. |
