| 摘 要： | “参与式”扶贫是建立一种公众参与扶贫的行政过程的机制,它通过“赋权”的方式,使公众能介入扶贫项目的决策、实施、监督过程,提高扶贫的行为的可持续性,体现“参与过程就是村民素质提高的过程”。赣南参与式扶贫的实践表明,村民参与受多种因素影响,既有自身的原因又受客观条件的制约,因此,建立和完善参与式扶贫机制,政府角色转换是关键。

| Abstract: | The participation model of poverty alleviation is to establish a mechanism of administration process participated by the public through the type of giving-rights,which make the public get into the process of decision,implement and supervision in poverty reduction projects,enhance the sustainable acts of poverty-relief and reveal "the process of participation is that of increasing the villager's faculties".The exxperience of the participating style of poverty alleviation in south-Jiangxi province of China confirm that the villager are under the influence of varied facts,including both the reasons of themselves and the containing of objective conditions.Therefore,the conversion of government role is a key to establish and improve the mechanism of the participation poverty alleviation. |
