| 摘 要： | 行政审批制度改革是转变政府职能的重要组成部分。海南省政务中心在行政审批机制上采用"三集中"的相对集中与多元化创新平衡制约微式改革,一方面使行政审批在物理层面和内部契合的有效集中得到确切落实,另一方面对提高行政审批服务质量、提升审批效率、提高审批效能具有积极作用。其诸多创新点不仅对我国今后行政审批制度改革有所帮助,同时也将对我国特色现代化政治民主建设、服务型政府建设等有所裨益。

The Enlightenment of and Suggestion for the Administrative Examination and Approval System of Hainan Province |

| Abstract: | The reform of the administrative examination and approval system is an important part of China transformation of government functions and political system reform. On the administrative examination and approval mechanism, the Administrative Center of Hainan Province adopts the principle of ＂three concentrations＂ with the innovation of the relative centralization and diversity of counterbalance. On one hand, the administrative examination and approval system gets the exact implementation both physically and internally, on the other hand, it helps improve the quality and efficiency of the government＇ s administrative service. The innovative features of the principle can not only offer reference to the reform of China＇ s administrative examination and approval system, but also be helpful for the construction of modern political democracy and a service - oriented government. |
