| 摘 要： | 在至今仍未改变的二元经济结构中 ,对农村社会保障问题的长期忽视和责任缺失 ,是我国政府在构建中国社会保障制度体系中的一个重大缺陷。在社会主义市场经济体制下 ,农业劳动者不仅要承受弱质产业的自然风险 ,而且要面临与城镇职工同等程度的市场风险 ,因此 ,尽快为广大农民建构社会保障制度体系是我国政府应尽的责任。受经济发展水平等客观因素的制约 ,农村社会保障制度的建构目标虽然还不能与城镇社会保障水平等量齐观 ,目前还只能是二元主导型模式 ,但必须明确政府有责任促进城乡社会保障制度一体化的早日实现。现阶段我国政府应当集中解决农民急需的低保、医疗和养老三大保障问题

| Abstract: | The dual economy structure of China, which has not been changed till these days, it is a big problem for our government in the establishment of social security system, which ignores establishing rural social security for a long time as well as lacks of responsibility Under the socialist market economy system, farmers not only suffer from the natural risk of a feeble industry, but also suffer from market risk equalto urban workers, so it is our government obligation to establish rural social security as soon as possible. Owing to the timited factors such as the level of economic development, the goal of rural social security is to establish the mode of dual dominant type at present time, which cannot be equal to the level of urban social security, but it be definitely realized that it is the obligation of our government to realize equalization of social security system in urban and rural areas as soon as possible. At present, Chinese government should focus on three problems urgent to solve for farmers, that is, establishing systems of old-age pensions, medical insurance and subsistence allowances in rural areas. |
