| 摘 要： | 人们对恐怖主义的理解的分歧体现在恐怖主义的定义上,某种程度的共识并不能形成统一的定义;反恐战争与中东和平之间有联系,但并不等同;美国在中东地区反恐军事行动建立在美国国家利益基础之上,是冷战美国战略调整和称霸中东方针的一部分;但是,单纯的军事打击并不能彻底消除恐怖主义,相反更能激起反抗,刺激恐怖浪潮的高涨;要彻底根除恐怖主义,实现中东和平,必须认清这是一个“系统的工程“,需要国际社会各方面的长期的努力.

| Abstract: | Terrorism is interpreted differently, which reflects the definitions of different concepts of terrorism. Although there are some shared understandings, the all-recognized concept of terrorism has never come into being. Anti-terrorism is linked to, but not identical with the Middle East peace . American anti-terrorism actions, based on its national interests, are components of its foreign police in the Middle East. Only military attack on terrorism cannot remove it completely, and on the contrary, can urge terrorist actions on. Anti-terrorism is such a comprehensive project that all persons around the world must work hard and concertedly to remove it completely. |
