| 摘 要： | 西部开发已有长久的历史，仅从新中国建国以来，国家对西部就进行过几次较大规模的开发，并取得了重大成就。西部大开发的时代背景使其必然依赖法治，并以法治作为其获得成功的主要途径。而其中深入开展法律教育，增强民众的法律意识，是构建西部大开发良好法治环境的基础工程。
