| 摘 要： | 新的形势下，党的建设面临着严峻的挑战，高等教育是党的事业的重要组成部分。当前高校党的建设工作中存在着思想政治建设实效性不足；党风建设不良和党员的理想信念和精神支柱发生动摇的问题，影响了高校的改革和发展。必须以“三个代表”重要思想总揽全局，加强思想政治工作的实效性，加强组织建设和作风建设来加强党的执政能力，推动高校的教育改革和稳定发展。
