美国早期教育质量提升的发展历程

摘    要:20世纪70年代前,美国政府出台的关于早期教育质量的政策不多。70年代之后,政府和社会日益关注早期教育质量问题。美国早期教育质量提升的主要特点是更全面地定义质量,建立有效的质量评定与推进系统,更加重视师资培训。美国未来早期教育质量提升的主要发展趋势是建设童年早期系统,充分体现教育公平,提供高质量师资,进一步推进和完善以实证研究为基础的政策。系统观、公平观、标准化和师资建设是推动美国早期教育质量提升的要素。

On Quality Promotion of Early Childhood Education in United States

Abstract:Few American policies on early childhood education quality were released before 1970s.Since then this issue has been attracting increasing attention.The quality promotion of American early childhood education is characterized by a more inclusive definition of quality,the establishment of a quality assessing and promoting system and more highlighted teacher training.The chief development trend is to establish early childhood systems,promote educational fairness,provide high quality teaching staff and to further perfect evidence-based policy.The cores of early childhood education quality promotion lie in the concept of system and fairness,standardization and teaching team construction.
