| 摘 要： | 以研发投入和市场化收益为标准,将产业技术创新划分为自发型、实验型、应用型和系统型四种基本模式。针对不同产业创新模式下市场失灵的成因与表现,揭示市场失灵产生的关键环节,进而提出公共政策设计的思路与方法。

| Abstract: | Using the satndard of research inputs-market incomes, industrial technolical innovation could be divided into four modes including spontaneous mode, experimental mode, applied mode and systematic mode. Based on the cause and exhibition of market failure under different industrial innovation modes, this paper explains the essential reasons of market failure and then puts foruard the research idea and methds of public policies. |
