| 摘 要： | 西部大开发战略的实施，迫切需要大量高素质的人才。为此，确立西部人力资源开发的基本思路，提出相应的人力资源开发对策，就成为西部大开发战略的必然选择。为保障西部人力资源开发战略的顺利实施，西部地区还必须通过人力资源开发的体制革新，为西部人力资源的开发提供坚实的体制保障和灵活高效的配置机制。

Therefore, it is necessity in developing western region to establish the thought on human resource exploring, put forward corresponding measure on human resource exploring.Moreover, to guarantee the implementation of human resource exploring, the system reform on human resource exploring must be underway in order to offer stable safeguard and flexible, efficient system. |
