| Abstract: | The people＇s livelihood has a close relationship with the function of the government. It is an indispensable responsibility for the government to highlight, stress, safeguard and improve the people＇s livelihood. The nature of governroent determines that it must take safeguarding and improving people＇s livelihood as its duty, and the function of government provides that it must perform the duty of safeguarding and improving people＇s wellberag. |
