| 摘 要： | 天津市人民政府与教育部于2005年9月10日共同签订了《关于共建国家职业教育改革试验区的意见》；2006年3月28日，在天津市职业教育工作会议上，又联合颁布了《国家职业教育改革试验区建设实施方案》，标志着国家职教改革试验区建设在天津全面启动。专程来津出席会议的教育部部长周济在讲话中指出，天津“积累了许多好的经验，取得了显著成效，形成了职业教育天津模式”。
