| 摘 要： | 公平正义,是协调社会各方利益的原则,是衡量社会秩序公正有效的标准,是评判一种制度能否实现社会公益的价值尺度。只有依据公平正义的原则,进行政策制订、统筹规划、有效实施,才能完善社会保障制度。基于此,本文阐释了公平正义与社会保障制度的必然联系,提出了只有建立健全拥有公平正义的社会保障制度,才可以真正实现社会保障制度的完善,才可以确保构建社会主义和谐社会目标的实现。

| Abstract: | Fairness and justice can be considered as the principle to coordinate the interests of all parties of society. It is used as a standard which is effective to measure the social order in societies, as well as a measure of value to judge the society whether it realizes a system of social welfare. The improvement of social security system can not be completed unless the policies and plans are made on the principle of fairness and justice. For this purpose, this paper explains the positive connection between the social security system and the principle of fairness and justice and promotes that only establishing the social security system on the principle of fairness and justice, can it realizes the improvement of social security system and the establishment of a harmonious society. |
