摘    要:从经济、社会、环境等综合角度分析我国国家可持续发展实验区(以下简称“实验区”)的可持续发展水平以及造成区域差异的因素。构建包含经济发展、社会民生和资源环境3个层次共27个指标的评价指标体系,以可获得有效数据的161家实验区为研究对象,测算其2014-2018年可持续发展的综合得分,识别影响实验区可持续发展差异指标,并测算其全要素生产率及全要素生产率各分解指标,识别影响实验区经济发展差异的驱动因素。结果发现:(1)人均地方财政收入、新登记注册企业数、人均社会消费品零售额是影响实验区可持续发展差异的主要指标;(2)导致实验区经济发展差异的根本因素是纯技术效率与技术效率,即制度与结构发展因素;(3)实验区全要素生产率上升最主要源于技术进步;(4)实验区经济发展协调性总体呈改善趋势,其中浙江省的实验区协调发展水平较强,可为其他地区的实验区发展提供借鉴。

Total Factor Productivity Spatial Differentiation and Influencing Factors of National Sustainable Development Pilot Zones
Abstract:This paper analyzes the sustainable development level of the National Sustainable Development Experimental Zone (NSDPZs) and the factors that cause regional differences from the comprehensive perspectives of economy, society and environment. An evaluation index system with 27 indicators at three levels including economic development, social livelihood and resources and environment was constructed, and 161 experimental areas with valid data were taken as the research objects. This paper calculates the comprehensive score of its sustainable development from 2014 to 2018, identifies the difference indicators affecting the sustainable development of the NSDPZs, and calculates its total factor productivity and the decomposition indicators of total factor productivity, and identifies the driving factors that affect the difference in economic development in the NSDPZs.The results show that: (1) the per capita local fiscal revenue, the number of newly registered enterprises, and the per capita retail sales of social consumer goods are the main indicators that affect the differences in the NSDPZs; (2) the fundamental factors leading to the differences in economic development in the NSDPZs are pure technical efficiency and technical efficiency, that is, institutional and structural development factors; (3) the increase in total factor productivity in the NSDPZs is mainly due to technological progress; (4) the overall coordination of economic development in the NSDPZs is improving. Among them, the NSDPZs in Zhejiang Province have a relatively strong level of coordinated development, providing a reference for the NSDPZs of other areas.
