| 摘 要： | 随着从紧货币政策的推出，金融机构信贷增速明显放缓，加剧了中小企业贷款难的局面。民间融资成为中小企业资金需求的救命稻草，民间融资日渐活跃。虽然民间融资能解决中小企业一时燃眉之急，但是民间融资也存在着一些制约因素。政府应规范民间融资利率和行为、强化监督约束机制和服务体系建设、大力发展非银行金融机构等措施，促进民间融资的规范、健康、有序发展。
