| 摘 要： | 2003年至今,新农合发展已有成效。然而,相关研究表明,虽然当前的参合率较高,但是农民的参合意愿却很低。本研究用了浙江省淳安县姜家镇4个有典型特点的样本自然村的问卷调查与访谈,从政策认知、主观意识等8个维度进行有效数据分析与对比,总结出农民自身的主观态度与健康意识、农民对新农合政策的认知程度、报销水平与给付程序、新农合定点医疗服务机构的便利程度、农民对新型农村合作医疗所能带来现实利益的心理预期、基层村委会完成参合率指标的具体做法、以及外出务工率这样7个影响参合意愿的因素。并在此基础上提出相关建议与对策,以期促进真实参合意愿的提高,从而使其成为真正的惠农政策。

| Abstract: | Since 2003,the development of New Rural Cooperative Medical Care have been successful.However,some studies show that the participation rate is high but the wish to participate is low.This study selects 4 sample villages which have typical characteristics of Jiang Jia Town Chun An County.It will analyse and contrast the dimensions such as acknowledge about the policy,subjective ideas and so on.Then summarize 7 factors that can influent the wish to participate.They are subjective ideas and health awareness,acknowledge about the policy,reimbursement levels and payment procedures,the convenience of the fixed medical services,expected real interest in psychology,specific practices to complete the participation rate,and migrant rate.On such basis,this study will put forward several related proposals,and hopes to promote the real wish to participate New Rural Cooperative Medical Care,so as to bring real benefits for farmers. |
